I looked at looka, smashinglogo and brandcrowd but logo seemed the best free option. Many images are derivatives of basic icons available elsewhere but it provides logo, no background options, flavicons, colour palette details and fonts in one place so it does make things very simple, and you get it for free.
https://www.copy.ai/ does offer the ability to set a brand voice that is applied to all comms and a basic free option with a max of 2000 words per month, but I've yet to test it properly. Honourable mention until I do get a chance to test it out.
